Are You A Solo Parent? Requirements To Get Solo Parent ID And Know All the Benefits

Great News to ALL single parents: The Republic Act No. 8972, the Solo Parent’s Welfare Act which had been effective since November 29, 2000 aims to develop all-inclusive package for the benefits of a single parent and for the child.

As they give significance for their struggle and to deal on being single, it will surely a great help for them with the benefits that covered under this law.

In this article we are going to present the list of qualification, requirements, procedure, and benefits that a single parent can avail.

The government agencies who are responsible for the list of benefits are the Department of Social Welfare and Development (DSWD) and other related NGOs.

Qualifications

An individual is considered a solo parent if he/she falls under any of the following categories

1. A woman who gives birth out of r@pe and other crimes against chastity even without a final conviction of the offender, provided that mother keeps and raises the child on his own.

2. Parent who was left alone to take the responsibility of parenthood due to:

-Due to death of spouse. Spouse is in for a criminal conviction for at least one (1) year.
-Physical and/or mental incapacity of the husband/wife that is certified by a public medical officer
-Legal separation or de facto separation from spouse for at least one (1) year, as long as he/she is with the custody of the children.
-Declaration of nullity or annulment of marriage as decreed by a court or by a church as long as he/she is entrusted with the custody of the children.

3. Unmarried parents who has preferred to keep and raise his/her children instead of leaving custody on others or give them to a welfare institution.

4. Any other person who solely provides parental care and support to a child or children.

5. Any family member who assumes the responsibility of head of family as a result of the death, abandonment, disappearance or prolonged absence of the parents or solo parent.

Requirements and procedure in securing a solo parent ID

Step 1: proceed to City/Municipal Social Welfare and Development Office
Step 2: Bring the following documents:

Barangay certificate certifying solo parent’s residency for the last six months

Documents certifying the applicant is a solo parent (e.g. death certificate of spouse, declaration of nullity of marriage, medical certificate – if incapacitated

Income Tax Return (ITR) or certification from the barangay/municipal treasurer.Step 3: The social worker receives and ensures that all documents are complete and registers the applications with an appropriate case number in the log-book Registry of Solo Parents.

Step 4: Once the C/MSWD Office issues the Solo Parent ID, a solo parent can apply for services he/she needs from the C/MSWD Office or to specific agencies providing such assistance/services.

The solo parent ID will be issued after 30 days from filing. The ID has one year validity and is renewable.

Benefits and privileges of a solo parent

Flexible work schedule

A solo parent employee is allowed to have a flexible working hours, he/she may vary his/he arrival and departure at work provided that it will not affect individual and company productivity

No work discrimination

Any solo parent employee has to be treated with respect to the terms and condition of employment

Parental leave1

It is mandatory that a solo parent employee should be granted 7 days parental leave subject to the following conditions:

Criteria for support

If a solo parent’s income falls below the poverty threshold set by the National Economic and Development Authority (NEDA) subject to the assessment of the DSWD worker.

Note: if solo parent whose income is above the poverty threshold shall only be entitled to limited benefits as flexible work schedule, parental leave and others to be determined by the DSWD.
